Comprehensive Immigration Reform
(CIR) refers to the legislation
pending in the U.S. Congress which
addresses a number of immigration
issues. These include a
process for the legalization of the
millions of undocumented immigrants
in the U.S., a temporary worker
program and improved verification
processes for employers.

On Feb. 17, 2009, President
Obama signed the American
Recovery and Reinvestment
Act, paving the way for $787
billion to revive the
tattered U.S. economy.
Unfortunately, the measure
as finally approved by
Congress, included the
Sanders H-1B amendment which
burdens stimulus fund
recipient companies with
strict regulations for
hiring foreign workers under
the H-1B program.
